Methodology

Evidence evaluated against the decision it needs to support.

Hubert Rose Consulting works directly with biotech companies to address HEOR, real world evidence, market access, and value communication strategies across the asset lifecycle. Engagements may focus on a defined strategic question, a specific deliverable, or a broader evidence planning challenge. We work alongside the functional team to understand the asset strategy, stakeholder expectations, existing evidence, and the decisions the organization needs to support.

Our work is led by senior personnel, tailored to each client, and structured around practical business and evidence needs. Depending on the engagement, we may provide an independent assessment, develop a strategic plan, support internal alignment, or help teams develop and refine key evidence deliverables.

EXAMPLES OF SITUATIONS WE HELP WITH

The evidence plan has become a list of activities without clear strategic priorities.

A team needs to determine whether available evidence can support a payer, launch, clinical, or investment decision.

The organization is considering an expensive RWD purchase.

Clinical, medical, HEOR, and market access teams disagree about evidence priorities.

Leadership needs an independent review of work produced by multiple vendors.

A licensing or investment team needs a rapid appraisal of an asset's evidence risks.

Approach

Our proprietary E2D Toolkit serves as the internal framework for this work. It enables us to evaluate dense evidence packages against stakeholder needs, decision risks, and asset strategy requirements. This allows us to quickly identify where the evidence is strong, where it is vulnerable, and where additional work is needed.

Outputs

Outputs may include evidence assessments, prioritized roadmaps, HEOR research plans, data assessment plans, value story narratives, and other decision focused materials that help teams align internally and prepare for external stakeholder engagement.
